What's in that black box? Getting an insight into large scale software portfolios quickly.

In order to manage a large portfolio of software systems, it is essential to know what systems cost most, and what systems deliver most value to the organization. Traditionally, this information is derived from budget information. Unfortunately, budgets are rarely organized by system, but rather by organizational department. This makes it hard if not impossible to make an analysis of where in the systems portfolio of an organization the biggest gains can be made, let alone how.

We have developed a method of comparing budget information with volume and technical quality of software systems. This, combined with an industry benchmark, allows us to quickly get an overview of which systems are over-maintained, or under-maintained. This information allows the CIO, program and project managers to set the strategic agenda of where to spend maintenance euros, where to renovate, and where to rationalize systems. 

The method gives architects and lead-developers alike an insight into the interconnectedness of the various systems, and enable them to align the desired architecture of an organisation or project with the implemented architecture.
